What qualifies
- The seal is broken.
- The device has never been activated or set up. An activated device is a used device, however briefly it was used.
- It has zero defects on every zone (cosmetic value
O). - It is fully functional (FF), tested after opening.
- It meets every other condition of a grade: battery, locks, data, and a lost/stolen check or declaration.
How to show it was never activated
Examples of evidence: the device starts at its first-run setup screen; the manufacturer's coverage check shows coverage has not started; the record shows no account history. §6.4
