When there is no grade
A device that is not ready to resell gets a status instead of a grade: Prohibited, Encumbered, Unsanitized, Parts, Repair or Not graded.
Every device can be recorded under UGP, including ones that are broken, locked or not yet tested. Only a device whose status is READY gets a grade. Every other device gets one of six statuses, and a status is never shown as a grade.
The statuses, in order
The rules are checked in this order, and the first that matches applies:
| Status | When | Typical next step |
|---|---|---|
| PROHIBITED | Reported lost or stolen; counterfeit; recalled-unsafe; IMEI mismatch or tampering | Not resold |
| ENCUMBERED | An account or management lock, firmware password, service ban or financing hold, or the lock state is unknown | Clear the lock |
| UNSANITIZED | Data not sanitised, or unknown (not sealed) | Wipe and record the method |
| PARTS | Severe damage (cosmetic E), or a key function fails and the unit is marked for parts | Parts or recycling |
| REPAIR | Cracked, triggered liquid indicator or a missing external part (cosmetic K); any fault; battery below 80% or a failed charge-hold test | Repair, then re-grade |
| NOT GRADED | Not inspected (cosmetic N); not tested on an unsealed device; no battery reading and no declaration; no lost/stolen check and no declaration | Finish the inspection, or check or declare |
| READY | None of the above | Gets exactly one grade |
Because the order matters, a locked and cracked phone is Encumbered, not Repair: the lock is the first thing to fix.
Reasons
Each status carries reasons[], the lexicon or axis codes that caused it. For example, a cracked back glass gives Repair with reason K, and an MDM-enrolled tablet gives Encumbered with reason MDM:
U1UGP version · UGP version 1 §18.2- → no grade · REPAIR (K, cracked back glass)
U1UGP version · UGP version 1 §18.2- → no grade · ENCUMBERED (MDM)
Showing a status
Show the status and its reasons, never a grade name, chip or meter. "Not graded" is a status, not a seventh grade. A record graded at UGP-Cosmetic conformance shows its cosmetic value only, never a grade. §11.1 · §13.1
Adopters decide what to do with each status: buy it for repair, refuse it, or recycle it. UGP records the facts; listing policy is the adopter's own. §1.3
Mapping
Repair and Parts devices map to CTIA D or E and to eBay 7000 "For parts", never to a used grade. The mapping table gives no row for the other statuses. Annex D
